Answer:
There should be a pull tab to activate the battery. It should turn on when you shake it. You should not have to replace the battery.

It is supposed to stop on its own after it hasn't been moved for awhile. Perhaps something keeps jostling it?

My five month old really started to enjoy the noggin stick starting at 3 months old. I think it's for younger babies but if your 8 month old likes bright colors and rattles still he might enjoy it. It's kind of expensive though if he will only use it for a month or so

Yes it is. This is a great toy! Every baby deserves one. Easy to hold, nice rattle sound, color changing in fun and the mirror on the bottom is nice and clear.
