There is no noise cancellation, but the noise isolation even from the silicone tips is pretty good. Even when I use only 1 bud, I usually have to pull it out to hear people talk.

IPX7 =Protected against immersion in water. Immersion for 30 minutes to a depth of 1 meter.
They would be safe from splashing, but if they fall into a pool they will likely stop working.

Please try to reset the earbuds as below operation:
1. Disconnect the Bluetooth pairing and delete the Bluetooth connection record on the your device. Switch off the Bluetooth function of your phone.
2. Put the Bluetooth wireless earbuds back into the charging box and long press the left and right earbuds for 15 seconds.
3. After while, open the charging case’s cover, the wireless earphones will automatically turn on and pair with each other again.
4. Turning on your device Bluetooth function, choose the "F9" in your pairing list to connect again.
If it still does not work, please try several times to be successful.

To be honest I regret buying them. The Bluetooth are so sensitive when trying to fix it in my ear when I am on a call they hang up. Do not waste your time. I through them to the side, I will be returning them.
